We don’t measure culture.
We measure what creates it.
The WorldBlu Certification
Goes Deeper: We Measure the Operating System Underneath It All
Engagement. Trust. Happiness. Satisfaction. These are the outcomes every great organization wants — and there are many respected ways to be recognized for achieving them.
But WorldBlu doesn't just measure those outcomes. It measures the operating system that creates them — organizational democracy.
No other certification in the world measures that system. Because organizational democracy — the leadership and design system that decentralizes power, builds real accountability, and gives people a genuine voice — is what makes engagement, trust, and performance not just happen, but be deliberately designed in.
Freedom and organizational democracy is not an ideal. It is a proven operating system for leadership and organizational performance.
WorldBlu certification is a rigorous, independent assessment of your organization's leadership and design — measured against the 10 Principles of Organizational Democracy across three dimensions: individual experience, leadership behavior, and organizational systems.
When you earn it, you aren't just recognized for having an exceptional, freedom-centered culture. You're recognized for having built the kind of organization the future of work demands.

Meet WorldBlu
We're changing the future
of leadership
WorldBlu and certified Freedom-Centered Organizations™ are a global movement with a vision to empower one billion people to live, lead, and work in freedom rather than fear.
Since 2007, we have certified the most Freedom-Centered Organizations worldwide with our highest standard — recognizing the CEOs and companies bold enough to replace fear-based leadership with a proven, freedom-centered approach that delivers extraordinary results.
Why get certified?
You’ve Built Something Extraordinary.
Now Let the World Know It.
You've done the hard work. You've invested in your people and built a culture where energy, initiative, and real accountability are the norm — not the exception.
You've proven that freedom, not fear and control, drives performance.
So why does certification matter?
WorldBlu certification is fundamentally different from culture surveys and employee sentiment awards — and here's why that matters.
Most culture recognition measures outcomes — how people feel, how engaged they are, how likely they are to recommend your organization. That's valuable. But it doesn't tell the world why your culture works.
WorldBlu certification validates the why — the leadership operating system, the decision-making architecture, the structural principles that make your culture not just good, but replicable, scalable, and resilient.
That distinction is what makes this a different conversation entirely — with your board, your prospective hires, your customers, and your peers in the market.
When they see WorldBlu certification, they're not just seeing a survey score. They're seeing proof that your organization is built on a global standard of freedom-centered leadership.
That's a business credential.

The Core of the Certification:
The Freedom at Work Scorecard
The Freedom at Work Scorecard measures leadership and organizational design.
At the heart of WorldBlu certification is our proprietary assessment, the Freedom at Work® Scorecard, that measures something no other tool in the world measures.
It evaluates your organization across the 10 Principles of Organizational Democracy — measuring how freedom-centered leadership and democratic organizational design are actually lived across three dimensions: individual experience, leadership behavior, and organizational systems.
It is a rigorous, independent diagnostic of the leadership and organizational design operating system that creates engagement, satisfaction, and culture in the first place.
Your employees receive a confidential link to complete the survey — it takes just 10 minutes per person.
Organizations that score 3.5 or higher out of 5.0 earn WorldBlu certification and are recognized on the annual WorldBlu List of Freedom-Centered Organizations — joining a global community of leaders proving that freedom drives extraordinary results.

FAQ
Have a question about WorldBlu Certification? We have answers!
What is WorldBlu certification?
Since 2007, WorldBlu Certification has been the leading credential for organizations demonstrating excellence in organizational democracy and freedom-centered leadership.
Certification is earned through the rigorous Freedom at Work Scorecard, which evaluates workplace practices against the 10 Principles of Organizational Democracy.
Organizations must achieve a score of 3.5 out of 5.0 or higher to earn this distinction—proving their commitment to employee empowerment, fostering a thriving workplace culture, and driving business growth.
How Does the Survey Work?
The Freedom at Work Scorecard measures your organization across the 10 Principles of Organizational Democracy—including transparency, accountability, purpose, and vision—at the individual, leadership, and systems level for a complete picture.
The process is anonymous, takes just 10 minutes, and involves 70% of your team (or a statistically valid random sample for larger organizations).
Organizations that score 3.5 or higher out of 5.0 earn WorldBlu Certification.
WHO IS ELIGIBLE to Apply?
Any for-profit, non-profit, governmental or educational organization with 5 or more employees that has been in operation for at least one full year can apply to become a WorldBlu certified Freedom-Centered Organization.
We already practice Agile/Holacracy/self-management/sociocracy.
Is WorldBlu certification relevant for us?
Absolutely — and in many ways, WorldBlu certification was built for organizations like yours.
If your organization runs on Agile, Holacracy, self-management, or sociocracy, you've already done something most organizations haven't — you've redesigned how power, decisions, and accountability actually work. That's exactly what WorldBlu certification recognizes.
WorldBlu certification doesn't ask you to replace those frameworks. It validates the deeper operating system underneath them — the leadership principles, the design choices, and the cultural architecture that make distributed models actually work at scale.
In fact, organizations practicing these methodologies often find that WorldBlu certification gives them something those frameworks alone don't provide: a globally recognized, independently assessed credential that tells the world why their culture performs the way it does — and proves it against a rigorous standard.
If you've done the hard work of building a genuinely decentralized, freedom-centered organization, WorldBlu certification is how the world finds out — and how you prove that your model doesn't just feel good, it performs.
Not sure if you're ready? Take our free quiz and find out where your organization stands against the 10 Principles of Organizational Democracy.
We've already been recognized as a Great Place to Work.
Is WorldBlu certification something we should still consider?
If you've earned that recognition, congratulations. It means your people are having a consistently positive experience at work — and that matters.
WorldBlu certification is not a duplicate of that recognition. It measures something different — and complementary.
Great Place to Work recognition is built on employee sentiment. It measures the experience your people are having — how much they trust leadership, how proud they feel, how connected they are to their colleagues. That's a meaningful signal, and it's valuable data.
WorldBlu certification measures what's underneath that experience — the leadership operating system, the organizational design, the structural principles that make a great employee experience possible and sustainable.
Think of it this way: employee sentiment awards tell the world that your people love working there. WorldBlu certification tells the world why — and proves that your culture isn't dependent on a single leader's personality or a particular moment in time. It's built into how your organization is designed.
That's a different claim. And for many organizations, a more defensible one — especially as leadership changes, organizations scale, and the world increasingly asks not just "is this a good place to work?" but "how is this organization actually structured to perform?"
If your culture is as strong as your recognition suggests, WorldBlu certification will add a dimension to your story that no employee survey can tell — and you may be closer to earning it than you think.
Not sure if you're ready? Take our free quiz and find out in minutes where your organization stands against the 10 Principles of Organizational Democracy.
We're a certified B Corp or for-benefit company. Is WorldBlu certification still relevant for us?
If you're a certified B Corp, you've already done something remarkable. You've committed to using business as a force for good — and you've proven it against one of the most rigorous third-party standards in the world. That matters deeply.
WorldBlu certification isn't a duplicate of that commitment. It measures something B Corp doesn't — and for mission-driven organizations, it may be the most important missing piece of your story.
Here's the distinction worth understanding:
B Corp certification measures your organization's impact on the world outside — your environmental practices, your community contributions, your supply chain, your governance accountability to customers and society. It asks: "Is this company doing good in the world?"
WorldBlu certification measures how your organization is designed on the inside — the leadership operating system, the decision-making architecture, the structural principles that determine how power flows, how people are heard, and how accountability actually works day to day. It asks: "Is this company designed to operate with freedom at the center?"
B Corp's governance section does ask whether leadership is accountable to stakeholders beyond shareholders — and that matters. But accountability to stakeholders is not the same as an organization designed to distribute power, decentralize decisions, and give people a genuine structural voice. WorldBlu measures the latter.
A company can score exceptionally well on the B Impact Assessment while still running on a hierarchical, top-down leadership structure internally. B Corp doesn't measure that dimension. WorldBlu does.
For mission-driven organizations, that gap matters — because the most credible expression of a values-driven company isn't just what it does for the world. It's how it treats the people inside it, and whether the way it's designed reflects the same values it stands for externally.
WorldBlu certification tells that story. Together, B Corp and WorldBlu certifications make a complete case: this organization is good for the world and it's built from the inside out to operate that way.
If your internal culture is as intentional as your external mission, WorldBlu certification may be the natural next step — and you may already be closer than you think. Take our free quiz and find out where your organization stands against the 10 Principles of Organizational Democracy.
Our culture is already exceptional. Why do we need an external certification?
Honestly? You might not need it in the way most people think about certification.
If you're asking whether WorldBlu certification will tell you something you don't already know about your culture — probably not much. Organizations that have built genuinely freedom-centered cultures usually know it. They feel it every day in how decisions get made, how people show up, and how the organization performs.
So this isn't really a question about need. It's a question about intention.
WorldBlu certification isn't a report card. It's a global standard — the only independently verified framework in the world that defines what freedom-centered, organizationally democratic leadership actually looks like in practice, at scale, across industries and countries.
When you earn it, you're not saying "please recognize us." You're saying something different entirely: "Our operating system meets the global standard for freedom-centered leadership — and we're willing to prove it."
That distinction matters for three reasons.
First, exceptional cultures are often only exceptional as long as the people who built them are there. The visionary CEO who shaped the culture, who modeled the values, who made the decisions that made the organization what it is — that person won't be there forever. And the real question isn't whether the culture is great right now. It's whether the operating system underneath it is grounded in enduring democratic principles — principles written into how the company actually works — so that a leadership change doesn't mean everything you've built gets destabilized or discarded.
WorldBlu certification answers that question. It validates that your culture isn't built on a single person's presence or personality — it's built into how your organization is structurally designed. That's the difference between a great culture and an enduring one. And for leaders who care about legacy — about what they leave behind — that distinction is everything.
Second, the leaders who built truly great organizations rarely built them just for themselves. WorldBlu certification connects your organization to a global network of CEOs and executive leaders who are advancing freedom-centered leadership together — sharing what works, raising the bar, and demonstrating to the world that this model performs. Your operating system, validated and visible, becomes part of that body of evidence.
Third — and this is the one worth sitting with — every organization has blind spots. The ones that don't think they do are often the ones with the most interesting ones. The WorldBlu assessment isn't designed to catch you out. It's designed to show you what's invisible from the inside. Even the organizations we've worked with that were furthest along walked away from the assessment having seen something they hadn't seen before.
If your culture is as strong as you believe it is, the assessment will confirm it — and certification will give you a globally recognized credential that lets the world see what you already know.
Not sure where you stand? Take the free quiz. Leaders who are confident in their culture are usually the ones who find it most interesting.
What does the certification cost?
WorldBlu certification is a one-time investment of $997 per organization and includes the official Freedom at Work Scorecard™, your overall assessment score, and determination on whether your organization meets the standard for certification.
Certification is not guaranteed and is awarded only to organizations that meet the required threshold of scoring 3.5 out of 5.0 or higher on the assessment.
Once certified, you receive the WorldBlu Certified logo for unlimited use, along with global visibility, access to executive peer advisory groups, leadership case studies, a private network of certified CEOs, invitations to the Lead with Freedom Summit, and ongoing support from the WorldBlu team.
For organizations seeking deeper insight, there is an optional Full Report + Certification upgrade. This includes everything in certification, plus a comprehensive breakdown across all 10 Principles of Organizational Democracy, analysis across leadership, individual experience, and organizational systems, all qualitative feedback, clear strengths and gaps, and a strategic roadmap for transformation delivered in a debrief with the WorldBlu team.
In short: the $997 certification provides access to the assessment, global recognition, and community, while the Full Report adds a powerful diagnostic and strategic tool for organizational transformation.

Is WorldBlu or this award political in any way?
Not at all. Organizational democracy has nothing to do with political parties, governments, or political ideologies of any kind.
The term refers to how organizations are designed and led — specifically, replacing top-down hierarchy and control with systems where people have a real voice, autonomy, and meaningful participation in the decisions that affect their work.
Organizations of every kind, industry and all over the world — from family-owned businesses to global enterprises — have earned WorldBlu certification. What they all share isn't a political belief. It's a commitment to building cultures where people are trusted, respected, and empowered to do their best work.
At its core, organizational democracy is about power to the people. In today's complex, AI-driven world, top-down hierarchical organizations simply cannot compete — they're too slow, too rigid, and too disconnected to innovate at the speed the future demands.
WorldBlu certification recognizes the organizations bold enough to lead the way in the future of work.

From the Founder of WorldBlu
This Is Bigger Than a Credential
“We created the WorldBlu certification in 2007 because we believed the world needed a global standard — not just for great culture, but for the future of leadership and organizational design itself. A standard that elevates organizations beyond traditional models and recognizes those bold enough to lead with organizational democracy.
But certification has never been just about recognition. It has always been about community. Because when you’re surrounded by other leaders doing the same courageous work — treating people with dignity, decentralizing power, building organizations where freedom thrives — you find the courage to keep going, to keep advancing, and to keep proving that a better way is possible. And that matters beyond your organization. Because we believe that more freedom at work means more freedom in our world.”
